The Maumelle Council had a brief discussion last night of a franchise ordinance to allow AT&T to get into the TV business, delivering a choice of TV channels, much as cable TV does, by broadband phone lines. An effort to suspend the rules last night and have all three readings of the ordinance failed. Charter, the local cable operator, raised the usual cable objections. Phone companies should not be able to skim TV cream from a community without making the universal investment cable companies have made, the cable companies say.
