Attorney General Dustin McDaniel has approved the form of a proposal to legalize medical marijuana for consideration in 2016.

Arkansans for Compassionate Care submitted the proposal and McDaniel approved it with some changes. Significantly, it retains the ability for some limited cultivation of marijuana by people far removed from dispensasries. That provision was viewed by many as the reason for the narrow defeat of a medical marijuana initiative in 2012. It got 48.5 percent of the vote.

The group must obtain signatures of registered voters equivalent to 8 percent of the vote for governor this year to qualify for the ballot in 2016. It tried but failed to get sufficient signatures for the ballot this year.
